Interim Storage Partners (ISP) is a joint venture between WCS and Orano USA to develop the consolidated interim storage facility at WCS. This private-sector storage solution combines the necessary technical and proven experience of both companies, leveraged by a local, trusted presence that is actively engaged and invested in the community and in Texas. ISP’s proposed CISF would add additional capabilities to the national UNF management system while stemming the taxpayer liabilities that occur with used fuel storage at numerous shutdown and decommissioned nuclear energy facilities around the country.  

Jeffery Isakson 
CEO, Interim Storage Partners 

Jeff Isakson is the CEO of Interim Storage Partners, a joint venture being developed by Orano USA and Waste Control Specialists to license a consolidated interim storage facility for used nuclear fuel at the WCS site in Andrews County, Texas.  

Isakson has held positions in the nuclear energy industry for more than 35 years, most recently in leadership roles focused on the secure dry storage of used nuclear fuel.  

Before accepting the position with ISP in 2018, Isakson was Vice President Business Operations for Orano TN (formerly AREVA TN Americas), where his responsibilities included the Project Management Office, the Work Control Center, Document Control, and Scheduling. Other prior roles with the company included VP Sales, Marketing & Product Strategy and Key Account Manager. Before joining Orano and its legacy companies, Isakson served as the Westinghouse Resident Site Manager at Calvert Cliffs and as an ABB Resident Site Manager. 

Isakson graduated from Western New England College with a Bachelor of Science degree in Mechanical Engineering in 1981. 

Elicia Sanchez
Senior Vice President & General Manager

Ms. Sanchez has been with WCS since 2000 and General Manager since 2012. She received a BS in Accounting from Texas Tech University and is a Certified Public Accountant.

Orano USA, a subsidiary of the global company Orano, is a leading technology and services provider for decommissioning shutdown nuclear energy facilities, used fuel management, federal site cleanup and closure, and the sale of uranium, conversion, and enrichment services to the U.S. commercial and federal markets. Orano Med, an Orano subsidiary, is conducting nuclear medicine research to develop new treatments against cancer. With its parent company Orano, Orano USA has more than 30 years’ experience in decontaminating and dismantling nuclear facilities, and more than 50 years’ experience securely transporting and storing used nuclear fuel. Orano, giving nuclear energy its full value.

Waste Control Specialists (WCS) has been a vital and trusted member of the Andrews, Texas, community for more than 20 years. The trusted and engaged partnership between WCS and the region has enabled residents to understand and appreciate the nuclear waste storage process and the economic benefits of securely managing this material. As Interim Storage Partners begins to develop the interim storage site, we will continue WCS’ tradition of transparency while bringing increased opportunities and benefits to the region.  

We invite residents and visitors to our new office in downtown Andrews to meet with our community liaison, ask questions and get more information. Here you will see photos and virtual tours of our facilities. We may also be able to arrange for personal visits or tours to the proposed facility.
